Changes Department of Highway Safety and Motor Vehicles from providing an opportunity to register to vote to automatically registering eligible individuals who apply for, renew, or change addresses on driver licenses or identification cards.

Requires the department to notify applicants that their information will be automatically transferred to voter registration and that they are consenting to automatic registration unless they revoke consent orally or in writing.

Applicants who fail to designate party affiliation shall be registered without party affiliation under s. 97.053(5)(b).

Requires that declinations to automatic registration be noted in department records and forwarded to the statewide voter registration system.

Effective date: July 1, 2014.
