Authorizes municipalities and counties to require one electrical journeyman with a certificate of competency to be present on industrial or commercial construction sites of 5,000 gross square feet or more when electrical work exceeding 98 volts is performed.

Allows municipalities and counties to issue certificates of competency to electrical journeymen based on passage of a competency examination rather than requiring graduation from the Institute of Applied Technology in Construction Excellence or licensure under state law.

Reduces the facility size threshold from 50,000 gross square feet to 5,000 gross square feet for sites where an on-site electrical journeyman must be present.

Lowers the electrical voltage threshold from 77 volts to 98 volts that triggers the requirement for on-site supervision or performance of work by a qualified journeyman.

Takes effect July 1, 2014.
