Reduces the Florida Real Time Vehicle Information System fee from $1.25 to 50 cents per vehicle registration, with all revenue deposited into the Highway Safety Operating Trust Fund.

Lowers the service charge for license plate and registration applications from $5 to $2.50, and reduces the charge for automated sticker dispensers from $3 to $1.

Reduces license taxes for motorcycles ($13.50 to $10), mopeds ($6.75 to $5), automobiles by weight category (ranging from $19.50 to $44 down to $14.50 to $32.50), and trucks by similar weight categories.

Reduces the surcharge on license taxes from $4 to $2, further decreasing to $1.20 effective September 1, 2014, and reduces the juvenile programs surcharge from $5.50 to $1, with all revenue directed to the Grants and Donations Trust Fund.

Lowers the retroreflection material fee for license plates and validation stickers from $1.50 to 50 cents, with all revenue deposited into the Highway Safety Operating Trust Fund.

Takes effect September 1, 2014, with no refunds allowed for taxes, fees, or surcharges collected before the effective date.
