Establishes the "Florida Unborn Victims of Violence Act" creating a separate offense for conduct that causes death or bodily injury to an unborn child, with the same punishment as if the injury occurred to the mother, except the death penalty cannot be imposed.

Defines "unborn child" as a member of the species homo sapiens at any stage of development carried in the womb, and eliminates the requirement that prosecutors prove the defendant knew the victim was pregnant or intended to harm the unborn child.

Prohibits prosecution for abortions with proper consent, medical treatment of the pregnant woman or unborn child, or charges against the pregnant woman herself.

Replaces the term "viable fetus" with "unborn child" throughout Florida law in provisions covering driving under the influence, vehicular homicide, killing of an unborn child by injury to the mother, and employment background screening standards.

Takes effect October 1, 2014.
