Requires the Department of Law Enforcement to disclose contents of expunged criminal history records to the subject of the record upon receipt of a written, notarized request.

Allows disclosure of expunged records to the Parole Commission upon written, notarized request from the subject of the record.

Maintains existing requirement that expunged criminal history records retained by the department remain confidential and exempt from public records disclosure.

Takes effect July 1, 2014.
