Defines "neighborhood vehicle" as a four-wheeled vehicle with a top speed greater than 25 mph but not exceeding 35 mph, subject to federal safety standards in 49 C.F.R. s. 571.500.

Authorizes operation of neighborhood vehicles on roads with posted speed limits of 35 mph or less, and allows counties or municipalities to designate roads up to 45 mph for neighborhood vehicle use after determining safe operation is feasible.

Requires counties and municipalities to post appropriate signs on designated roads where neighborhood vehicle operation is authorized.

Removes equipment requirements for low-speed vehicles and instead requires both low-speed and neighborhood vehicles to be registered, insured, titled, and operated by licensed drivers.

Requires the Department of Highway Safety and Motor Vehicles to issue license plates to registered neighborhood vehicles and decals marked "NV" to be displayed on the rear of the vehicle.
