Prohibits the Department of Highway Safety and Motor Vehicles from requiring previously certified permanently disabled individuals to resubmit a disability certificate when renewing disabled parking permits.

Removes the requirement that disability certificates be issued within the last 12 months for permit renewal.

Eliminates the October 1, 2012 effective date restriction on the renewal provision.

Takes effect July 1, 2014.
