Deletes compliance criteria from Florida Statute 985.688 that previously allowed counties to meet delinquency program requirements through sheriff-operated detention facilities.

Removes the provision allowing counties to satisfy requirements by providing full-cost preadjudication detention for juveniles through accredited county sheriffs or contracted providers.

Eliminates the requirement that county jail operators maintain accreditation from the Florida Corrections Accreditation Commission or American Correctional Association and pass annual inspections under Florida Model Jail Standards.

Removes the authorization for counties or sheriffs to form regional detention facilities through interlocal agreements as an alternative compliance method.

Takes effect July 1, 2014.
