Requires annual notice to K-12 students and parents of their rights regarding education records, and allows aggrieved parties who receive injunctive relief to recover attorney fees and court costs.

Prohibits schools from collecting political affiliation, voting history, religious affiliation, or biometric information on students, parents, or siblings, with an exception allowing school districts using palm scanner systems for meals on March 1, 2014 to continue through the 2014-2015 school year.

Restricts disclosure of confidential and exempt student records to private persons, public bodies, and federal agencies only when authorized by law, required by federal law, or in response to lawful subpoenas or court orders.

Requires the Commissioner of Education to establish a process for assigning Florida student identification numbers, after which school districts may no longer use social security numbers as student identifiers in management information systems.

Requires students to provide their social security number upon enrollment request but makes provision voluntary and not a condition for enrollment or graduation.
