Excludes "government-to-government use" of public facilities or property made available by governmental entities to legislators for public purposes from the definition of lobbying expenditures.

Permits legislators to accept floral arrangements for opening day of regular sessions, nonalcoholic beverages at meetings, and meals/beverages/registration fees when serving as speakers or participants at established membership organization events.

Requires legislators who accept meals or registration fees under the permitted exceptions to file a report with the Secretary of the Senate or Clerk of the House within 15 days, including event date, organization name, topics discussed, and meal value.

Directs each house of the Legislature to establish rules for reporting procedures and website publication of these reports, which satisfy disclosure requirements under s. 112.3149(6).

Expires June 30, 2016, with the amended provisions reverting to their April 7, 2012 version unless other amendments have been made to preserve their operation.
