Creates a new "major violation" classification for possessing spiny lobster during closed season or possessing wrung/separated lobster tails while on the water, unless allowed by commission rule.

First violation is a second-degree misdemeanor; first violation involving 25 or more lobster is a first-degree misdemeanor.

Second violation is a first-degree misdemeanor with up to 90-day suspension of all fishing license privileges.

Third violation is a first-degree misdemeanor with mandatory minimum 6-month imprisonment, up to $2,500 civil penalty, and up to 6-month license suspension.

Third violation within 1 year of a second violation or any fourth or subsequent violation is a third-degree felony with mandatory minimum 1-year imprisonment, $5,000 civil penalty, and permanent revocation of all fishing licenses.
