Repeals section 11.065 of Florida Statutes, which previously allowed individuals to present claims for relief to the Legislature.

Eliminates the requirement for public notice of relief acts, modifying notice provisions to apply only to special or local legislation.

Removes the exemption that allowed contingency fees in claim bills, subjecting all claims to the state's contingency fee prohibition.

Eliminates the ability of judgment creditors to petition the Legislature for appropriations to pay judgments against the state exceeding the sovereign immunity waiver limits of $200,000 per person or $300,000 per incident.

Removes provisions allowing Florida National Guard members and state obligation holders to present claim bills to the Legislature for additional compensation or payment.
