Requires utility and television lines to be removed from county roads at no cost to the county if found to unreasonably interfere with road widening, repair, or reconstruction, with specified exceptions for certain utility work costs.

Expands vehicles authorized to display amber lights to include commercial motor vehicles and trailers designed to transport unprocessed logs or pulpwood.

Authorizes the Department of Transportation to improve and maintain county roads and city streets that provide access to state parks and establishes a statewide interconnected multiuse trails system with specified funding priorities.

Allows the Department of Transportation to factor future revenues from wireless communication facility leases on department property through agreements with investors to fund transportation capital expenditures.

Exempts certain signs from permitting requirements including tourist-oriented directional signs in rural areas, farm harvest signs, school acknowledgment signs, and sports facility displays, with notice and removal procedures if federal funding is adversely impacted.
