Creates the Department of State Technology as a new executive agency led by a Secretary (Chief Information Officer) appointed by the Governor and confirmed by the Senate, replacing the Agency for Enterprise Information Technology.

Establishes a Technology Advisory Council with nine members appointed by the Governor, Cabinet, President of the Senate, and Speaker of the House to advise on enterprise information technology policies and standards.

Transfers the Technology Program from the Department of Management Services and all powers, duties, personnel, and funds related to information technology services, telecommunications, E911 services, broadband adoption, and emergency medical telecommunications to the new department, effective January 1, 2015.

Transfers the Northwood and Southwood Shared Resource Centers to the new department and creates the Fletcher Shared Resource Center within the Department of Financial Services to serve the Department of Financial Services, Department of Legal Affairs, and Department of Agriculture and Consumer Services.

Repeals the Agency for Enterprise Information Technology, state data center system statutes, Northwood and Southwood Shared Resource Center provisions, and provides $2,865,108 in recurring general revenue and 24 full-time equivalent positions for fiscal year 2014-2015.
