Creates a public records exemption for images and data obtained through automated license plate recognition (ALPR) systems that contain personal identifying information.

Defines ALPR systems as mobile or fixed high-speed cameras combined with computer algorithms that convert license plate images into computer-readable data.

Allows disclosure of ALPR information only to criminal justice agencies performing official duties or to individuals whose license plates are registered, unless the information constitutes active criminal intelligence or investigative information.

Applies the exemption retroactively to ALPR information held by agencies before, on, or after the effective date of July 1, 2014.

Exemption is subject to the Open Government Sunset Review Act and will be repealed on October 2, 2019, unless the Legislature reenacts it.
