Prohibits licensed physicians (Chapter 458), osteopathic physicians (Chapter 459), psychologists (Chapter 490), and clinical social workers (Chapter 491) from providing sexual orientation change therapy to minors under 18 years of age.

Defines "sexual orientation change therapy" as therapy seeking to change sexual orientation, including efforts to change behaviors, gender identity, gender expressions, or reduce/eliminate same-gender attractions or feelings.

Excludes from the definition counseling for persons seeking gender transition and counseling that provides acceptance, support, identity exploration, and sexual orientation-neutral interventions to prevent unlawful conduct or unsafe practices.

Creates identical provisions across four Florida licensing chapters to ensure consistency across all relevant licensed healthcare providers.

Effective date: July 1, 2014.
