Authorizes representatives (parents or legal guardians) to place a security freeze on consumer reports or records for protected consumers younger than 16 years old or those under court-appointed guardianship.

Requires consumer reporting agencies to place security freezes within 30 days of request and provide written confirmation within 10 business days, including a unique personal identifier for future removal requests.

Prohibits consumer reporting agencies from charging fees for security freezes placed by representatives of identity theft victims who submit law enforcement reports, but allows fees up to $10 for other freeze placements or removals.

Establishes exceptions allowing access to frozen consumer reports for law enforcement investigations, state agencies, insurance companies, existing creditors, and other specified purposes.

Requires written notification to representatives within 30 days of any changes to official information (name, address, date of birth, social security number) and within 5 business days if the agency discovers an unauthorized release of frozen information.
