Authorizes collection of $25 annual use fees for three new specialty license plates: Sun, Sea, and Smiles; Team Hammy; and Play Ball.

Distributes Sun, Sea, and Smiles plate fees to multiple organizations including Florida Caribbean Charitable Foundation (30%), American Friends of Jamaica (20%), and five other Caribbean-focused nonprofits for scholarships, health, cultural awareness, and community development programs.

Directs Team Hammy plate fees to Team Hammy, Inc. (up to 10% for administration and marketing) to grant wishes to ALS families, educate caretakers and physicians, and raise ALS awareness.

Routes Play Ball plate fees to American Dream Baseball, Inc. (up to 20% for promotion and administration) to fund baseball activities and programs.

Establishes compliance oversight requiring organizations to submit annual audits or attestations; authorizes department to discontinue revenue distribution for non-compliance and deposit withheld revenues into the Highway Safety Operating Trust Fund if the Legislature provides no corrective direction.

Extends the prohibition on issuing new specialty license plates from July 1, 2011, to July 1, 2016.
