Authorizes county governing bodies to create a voluntary yellow dot critical motorist medical information program to provide emergency responders with medical information during motor vehicle accidents or medical emergencies.

Allows counties to solicit sponsorships from businesses and not-for-profit organizations to fund the program and permits multiple counties to enter interlocal agreements for joint sponsorship solicitation.

Requires participating counties to provide participants with a yellow dot decal, folder, and medical information form at no charge; folder must be stored in vehicle's glove compartment and contain participant name, photograph, emergency contacts, medical conditions, allergies, medications, hospital preference, and physician information.

Limits emergency responders' use of yellow dot folder information to identifying the participant, determining communication impediments, accessing medical information, and ensuring current medications and preexisting conditions are considered during emergency treatment.

Requires participating counties to adopt guidelines and procedures to prevent public disclosure of confidential medical information provided through the program; Department of Highway Safety and Motor Vehicles and Department of Transportation may provide education, training, and publicity for the program.
