Decreases the subdistrict average occupancy rate goal for nursing home bed methodology from 94 percent to 92 percent.

Allows applicants to aggregate nursing home bed need from geographically contiguous subdistricts within a district and locate the facility in the subdistrict with greater need.

Recognizes an additional positive application factor for applicants who voluntarily relinquish licensed nursing home beds in subdistricts with no calculated need.

Expands expedited review eligibility for nursing home replacement and relocation projects to facilities outside the original 30-mile radius under certain occupancy rate conditions.

Caps approval of new community nursing home beds at 3,750 statewide from July 1, 2014 to June 30, 2017, after which no new applications may be approved until the cap period expires.
