Waives fees for identification cards, replacement driver licenses, and birth certificates issued to inmates upon release from the Florida Department of Corrections.

Requires the Department of Corrections to provide Florida-born inmates with a certified birth certificate and state identification card before release, working with the Department of Health and Department of Highway Safety and Motor Vehicles.

Provides exceptions to identification card issuance for inmates with valid identification, active detainers, emergency releases, those not in physical custody within 180 days of release, and those subject to sex offender residency restrictions without a qualifying address.

Requires assistance for inmates in obtaining social security cards before release and mandates the department provide forms and location information for out-of-state inmates to obtain identification in their release area.

Appropriates $221,276 in recurring funds and $243,782 in nonrecurring funds to the Department of Highway Safety and Motor Vehicles to purchase and operate mobile licensing vehicles for issuing credentials to inmates before release.
