Increases the number of pharmacy technicians a licensed pharmacist may supervise by removing the "not more than three" limitation and allowing the board to establish guidelines for determining appropriate supervision ratios.

Revises Board of Pharmacy composition to require two community pharmacy pharmacists and two institutional pharmacy pharmacists (instead of one each), with three pharmacists from any practice setting (instead of five).

Authorizes pharmacists to administer meningococcal and shingles vaccines to adults under an established protocol with a supervising physician, consolidating previous separate requirements into a unified framework.

Requires written prescriptions for controlled substances to be dated in numerical month/day/year format, abbreviated month written out, or month written out in whole, and to clearly legibly display quantity in both textual and numerical formats.

Becomes effective July 1, 2014.
