Defines "lawfully residing child" as a child lawfully present in the United States per federal immigration regulations who meets Medicaid or CHIP residency requirements and may be eligible for federal medical assistance.

Eliminates the definition of "qualified alien" and replaces it with "lawfully residing child" throughout the Florida Kidcare program eligibility provisions.

Explicitly clarifies that undocumented immigrants are excluded from eligibility for Title XXI-funded premium assistance under the Florida Kidcare program.

Adds a new category allowing children under 19 years old who are lawfully residing children to receive optional Medicaid payments and related services, while excluding undocumented immigrants from this coverage.

Conforms provisions in the Florida Healthy Kids Corporation Act to align with the new "lawfully residing child" definition and effective July 1, 2014.
