Amends Florida law to provide an exemption from criminal penalties for carrying a concealed weapon or firearm while complying with a mandatory evacuation order issued during a state of emergency declared by the Governor under chapter 252.

Applies the evacuation exemption to unlicensed individuals who carry concealed weapons and to individuals who lawfully possess firearms and carry them concealed during mandatory evacuations.

Clarifies that the exemption for self-defense chemical spray and nonlethal stun guns or electric devices applies to concealed carrying for lawful self-defense purposes.

Maintains that prosecutions for using electric weapons, stun guns, or self-defense chemical spray during commission of other crimes under specified sections of Florida law are not precluded.

Takes effect July 1, 2014.
