Prohibits persons who publish arrest booking photographs through public print or electronic media from soliciting or accepting payment to remove, correct, or modify the photographs.

Allows arrestees to bring civil action to enjoin publication of their booking photographs if the publisher unlawfully solicited or accepted fees for removal or modification.

Requires court-ordered removal of enjoined photographs within 14 days, with $1,000 per day civil penalty for noncompliance.

Entitles prevailing arrestees to recover reasonable attorney fees and costs, and authorizes courts to terminate injunctions once compliance is demonstrated.

Excludes state, regional, county, local, and municipal government entities and their departments from the law's requirements; effective October 1, 2014.
