Requires assisted living facility administrators hired on or after July 1, 2014, to either complete training and education requirements established by the Department of Elderly Affairs or earn certification from a department-approved third-party credentialing entity.

Authorizes the Department of Elderly Affairs to approve third-party credentialing entities that meet national psychometric standards and minimum requirements including core competency establishment, ethics standards, public databases, and continuing education programs.

Establishes that third-party credentialing entity certification fees may not exceed $200 for application, examination, and initial certification, or $100 for biennial renewal.

Allows existing administrators employed as of July 1, 2014, and those who completed training before that date to enroll in third-party credentialing programs at no cost during the 12 months following entity approval.

Subjects administrators who fail to comply with certification or training requirements to administrative fines; exempts administrators licensed under part II of chapter 468 from these requirements.
