Identifies the negative economic impacts of shutdowns, including furloughs of approximately 800,000 government employees and suspension of programs that individuals and businesses depend upon.

Stipulates that federal tax payment obligations should resume only after the government shutdown is resolved and services are fully restored.

Directs copies of the memorial be sent to the President, President of the Senate, Speaker of the House, and all Florida members of Congress.
