Creates a statewide Medicaid prepaid dental program separate from the Medicaid managed medical assistance program, to be implemented statewide across all Florida counties.

Requires the Agency for Health Care Administration to contract with at least two licensed prepaid dental health plans with extensive experience administering Medicaid dental benefits and maintaining statewide dental provider networks.

Mandates the agency obtain federal approval through state plan amendments or waivers before enrollment begins, with enrollment required no later than September 1, 2015.

Establishes an 85 percent medical loss ratio requirement for participating dental plans, with calculations based on uniform financial data computed on a statewide basis consistent with federal regulations.

Requires annual reports to the Governor and Legislature comparing utilization data, program costs, plan compliance, access to care effects, and oral health indicators among Medicaid recipients.

Removes the requirement that managed care plans provide pediatric dental services, shifting this responsibility to the new prepaid dental program.
