Creates the "Florida Competitive Workforce Act" and adds sexual orientation and gender identity or expression as protected classes under Florida's civil rights and public accommodation laws.

Expands discrimination protections to cover perceived characteristics in addition to actual characteristics for race, color, religion, sex, national origin, age, sexual orientation, gender identity or expression, handicap, and marital status.

Applies nondiscrimination requirements to employment, housing, public accommodations, brokerage services, financing, and club membership for entities meeting specified thresholds.

Adds definitions for "sexual orientation" (actual or perceived heterosexuality, homosexuality, or bisexuality) and "gender identity or expression" (gender-related identity, appearance, expression, or behavior regardless of assigned sex at birth).

Includes exceptions preserving constitutionally protected free exercise of religion in public lodging, food service, employment, and housing contexts.
