Prohibits persons under 18 years of age from operating a motor vehicle while using a hand-held or hands-free wireless communications device.

Defines "wireless communications device" as a cellular telephone or any device designed to receive or transmit text messages, access or store data, or connect to the Internet or communications services allowing text communications.

Exempts persons under 18 from the prohibition when in a legally parked vehicle that is not being operated, or when using a wireless device for emergency purposes including calls to law enforcement, health care providers, fire departments, or other emergency services agencies.

Establishes violation as a noncriminal traffic infraction punishable as a moving violation under chapter 318.

Effective date: July 1, 2014.
