Creates new offense of "trafficking in hydrocodone" for possession of 14 grams or more, with mandatory sentences ranging from 3 years (14-28 grams) to 25 years (200+ grams) and fines from $50,000 to $750,000.

Creates new offense of "trafficking in oxycodone" for possession of 7 grams or more, with mandatory sentences ranging from 3 years (7-14 grams) to 25 years (100+ grams) and fines from $50,000 to $750,000.

Removes hydrocodone and oxycodone from the general "trafficking in illegal drugs" offense (which previously applied to 4+ grams), establishing separate statutory thresholds and penalties for each drug.

Ranks the new hydrocodone and oxycodone trafficking offenses in the criminal punishment code across severity levels 7-9, based on quantity thresholds.

Updates related statutes governing mandatory minimum sentences for possession of weapons during trafficking offenses and murder classifications during trafficking to incorporate the new hydrocodone and oxycodone offenses; effective July 1, 2014.
