Deletes three exemptions from developments of regional impact (DRI) review that were previously available for dense urban land areas with specific population densities and urban service area designations.

Revises the remaining exemption to apply to any county with a population of at least 300,000 and an average population density of at least 400 people per square mile, with an additional condition for counties with 1 million population that have approved a charter provision requiring more than simple majority vote to extend urban service areas.

Requires the Office of Economic and Demographic Research to annually calculate population and density criteria and submit a list of qualifying jurisdictions to the state land planning agency by July 1.

Exempts developments qualifying under this paragraph from the requirements of section 380.0651(4).

Takes effect July 1, 2014.
