Redefines "child care" and "child care facility" to include providers that do not receive compensation and lowers the threshold from five to four unrelated children requiring licensure.

Requires family day care homes to conspicuously display licenses or registrations in common areas and provide written plans identifying designated substitutes who meet screening and training requirements.

Requires large family child care homes to permanently post licenses in conspicuous locations visible to parents, guardians, and the Department of Children and Families.

Revises licensing fees for child care facilities with 25 or fewer licensed capacity children to a flat $25 fee, eliminating the previous $25-$100 range.

Prohibits advertising of child care facilities, family day care homes, or large family child care homes without displaying state or local license, exemption, or registration numbers; makes violations a first-degree misdemeanor.
