Amend licensing standards to require the Agency for Health Care Administration to revoke nursing home licenses and prohibit licensees or controlling interests from operating facilities in Florida under specified circumstances.

Extend the moratorium review period from 30 months to 60 months for facilities with two moratoria issued for substandard quality of care, and reduce the conditional licensing threshold from 180 to 90 continuous days before triggering license denial or revocation.

Impose a mandatory $1 million civil penalty if the agency determines a nursing home resident died from abuse or neglect, in addition to existing class I deficiency penalties.

Replace terminology from "fine" to "civil penalty" throughout the statute for class I, II, and III deficiency violations.

Effective date: July 1, 2014.
