Updates the Department of Children and Family Services title throughout the statute to reflect current agency naming.

Establishes automatic removal of council members for three consecutive unexcused absences or absence from at least 50 percent of council meetings within a 12-month period, with the appointing authority filling vacancies.

Reduces the quorum requirement from 11 members to 9 members of the 19-member council.

Authorizes the council to identify initiatives and programs supporting its mission, study topics suggested by the Legislature, and use appropriated funds for research, establishing local councils, and hosting an annual statewide conference.

Permits the council to reimburse per diem and travel expenses for individuals and entities making presentations regarding the council's mission and strategic vision.
