Establishes a sterile needle and syringe exchange pilot program in Miami-Dade County administered by the Department of Health or a designated entity such as hospitals, clinics, or nonprofit organizations.

Implements a one-to-one needle exchange system offering free clean needles and syringes to prevent transmission of HIV, AIDS, viral hepatitis, and other blood-borne diseases among intravenous drug users.

Prohibits collection of personal identifying information from participants and exempts needle and syringe distribution under the pilot program from violations of Florida drug laws or other state laws.

Requires the pilot program to be funded exclusively through private grants and donations, with no state funds permitted, and mandates it expire July 1, 2019 or five years after a designee begins operation.

Directs the Office of Program Policy Analysis and Government Accountability to submit a report six months before expiration including data on program participants, disease rates, and recommendations on program continuation.
