Exempts personal identifying information of employees, contractors, and volunteers at public research facilities and state universities conducting animal research from public records disclosure requirements.

Applies exemption to information contained in animal records, research protocols, purchasing and billing records, animal care committee records, and facility/laboratory records related to animal research.

Makes exemption retroactively applicable to personal identifying information held by public research facilities before, on, or after the effective date of the law.

Repeals automatically on October 2, 2019, unless the Legislature reviews and reenacts it before that date.

Justifies exemption based on public necessity to protect researchers from threats, harassment, and physical harm from animal research advocates.
