Creates the "Uniform Knife and Weapons Act" to preempt all regulation of knives, common pocketknives, and weapons to the state legislature, prohibiting state agencies and political subdivisions from enacting related rules, ordinances, or taxes.

Declares all existing rules and ordinances regulating knives or weapons void as of the act's effective date and requires their repeal by July 1, 2014.

Imposes damages of $5,000 to $100,000 against elected or appointed officials found to knowingly and willfully violate the prohibition, with public funds prohibited from defending or reimbursing such officials.

Authorizes individuals or organizations adversely affected by prohibited rules or ordinances to sue for declaratory and injunctive relief, actual damages up to $100,000, and reasonable attorney fees.

Establishes grounds for termination of employment or removal from office by the Governor for any individual knowingly and willfully violating the act while acting in an official capacity.
