Establishes a $50.00 recording fee for claims of lien under Florida's Construction Lien Law, separate from standard recording fees.

Classifies recording a claim of lien after the 90-day deadline as an act of fraud punishable under section 713.31.

Requires lienors to provide the clerk with a copy of either the notice of commencement, building permit, or a signed affidavit/contract attesting to the labor or materials furnished before a claim of lien can be recorded.

Mandates the clerk of court to attach the required document to the claim of lien before recording it.

Takes effect July 1, 2014.
