Creates a special instant scratch-off lottery game called "Ticket for the Cure" to commence January 1, 2015, and end December 31, 2020.

Directs net revenues from the game to fund breast cancer research and services for low-income, uninsured breast cancer victims, prohibiting use for overhead, indirect costs, or organizational levies.

Defines "net revenue" as total ticket sales minus prize payouts and actual administrative expenses related to the game, and "research" to include detection, screening, prevention, and treatment of breast cancer including clinical trials.

Requires net revenues to be equitably apportioned among state universities with medical research facilities to support breast cancer research and services.

Effective date is July 1, 2014.
