Adds definition of "utility service vehicle" as a motor vehicle with a visible emblem indicating it belongs to or is under contract with a utility provider offering electric, gas, water, wastewater, cable, telephone, or communications services.

Requires drivers to move over or slow down when a utility service vehicle is performing work on the roadside, applying the same rules as currently required for emergency vehicles and wreckers.

Mandates drivers vacate the closest lane when safe on highways with multiple lanes, or reduce speed to 20 mph below posted limit (or 5 mph on roads with lower speed limits) on two-lane roads.

Requires the Department of Highway Safety and Motor Vehicles to include Move Over Act information in all newly printed driver license educational materials.

Effective date: July 1, 2014.
