Creates the Commission on Federalism to evaluate whether federal laws comply with constitutional powers and federalism principles, with the commission meeting six times yearly beginning January 2015.

Comprises seven members: President of the Senate and Speaker of the House (as co-chairs), one Senate member appointed by the President, two House members appointed by the Speaker, and minority leaders from both chambers, with reimbursement for per diem and travel expenses.

Authorizes commission co-chairs to request information from Florida's Congressional Delegation, notify federal agencies of constitutional concerns, request meetings with federal officials, and coordinate with other states' legislatures regarding federal law evaluations.

Establishes detailed evaluation criteria based on specific enumerated powers in the U.S. Constitution (Articles I-VI and designated amendments) and requires assessment of whether laws violate federalism principles affecting state power, discretion, and sovereignty.

Requires the commission to submit reports to the Governor and Legislature by May 20 and October 20 each year summarizing actions taken and responses received from Congress members and federal agencies.
