Authorizes absent uniformed services voters and overseas voters to use federal write-in absentee ballots in any federal, state, or local election, removing the previous restriction to elections with two or more candidates.

Allows eligible electors to vote on any ballot measure presented in an election using the federal write-in absentee ballot by identifying the measure and specifying their vote.

Treats votes cast in judicial merit retention elections the same as ballot measures, with only "Yes" and "No" as allowable responses.

Requires the Department of State to adopt specific rules for federal write-in absentee ballots defining what constitutes a "clear indication" of voter intent, with minimum requirements addressing candidate designations, ballot measures, political party designations, and various voting scenarios.

Takes effect July 1, 2014.
