Amends section 790.33 to allow counties and municipalities to regulate possession of firearms on property they own, subject to State Constitution restrictions, reversing the current state preemption of all local firearms regulations.

Removes penalties and enforcement mechanisms from section 790.33, including civil fines up to $5,000, attorney's fees awards up to $100,000, and removal from office for violations of the preemption statute.

Eliminates the declaration that the state occupies the entire field of firearms and ammunition regulation, including purchase, sale, transfer, manufacture, ownership, possession, storage, and transportation.

Modifies section 790.251 to clarify that public sector employers already limited in their ability to regulate firearms under section 790.33 are still subject to restrictions on prohibiting lawfully possessed firearms in employee vehicles.

Takes effect July 1, 2014.
