Adds exemption from cemetery regulations for religious institution-owned cemeteries between 5 and 60 acres that limit burials to members and their families.

Requires exempt religious cemeteries to maintain annual certification showing separate account funds sufficient for maintenance costs and preneed agreements, with minimum balances of $1 million for cemeteries up to 30 acres and $2 million for cemeteries up to 60 acres.

Extends preneed license exemption to religious cemeteries under the new exemption category, removing obsolete population-based county requirements that previously applied.

Clarifies that preneed exemptions apply to religious cemeteries maintaining positive net worth at the end of each fiscal year.

Effective date: July 1, 2014.
