Creates public records exemption for individual identifying information in Point-In-Time Count and Survey data and Homeless Management Information System records collected under federal law (42 U.S.C. chapter 119, subchapter IV and 24 C.F.R. part 91).

Defines "individual identifying information" as information that directly or indirectly identifies a specific person, can be manipulated to identify a person, or can be linked with other information to identify a person.

Exemption applies retroactively to information held before, on, or after the effective date of the bill.

Permits release of aggregate information from these sources that does not disclose individual identifying information.

Exemption subject to Open Government Sunset Review Act and automatically repeals October 2, 2019, unless reenacted by the Legislature.
