Defines "instructional materials" as educational materials available in printed or digital format and expands affordability requirements to cover both textbooks and instructional materials.

Requires Florida College System institutions and state universities to post textbook and instructional materials information at least 14 days before student registration, including ISBN, identifying information, and new/used retail and rental prices.

Mandates that adopted undergraduate textbooks and instructional materials remain in use for a minimum of 3 years unless an exception is approved by the institution's president based on significant substantive differences; exceptions must be reported annually to the board of trustees.

Requires institutions to report annually to system chancellors on textbook and instructional materials costs, adoption cycles, and cost-reduction initiatives; chancellors must compile reports and submit to the Governor and legislature by December 31.

Directs the Governor to appoint a task force including chancellors, students, faculty, publishers, and bookstore representatives to research cost-reduction options and submit recommendations by July 1, 2015.
