Authorizes owners or operators of farmers' markets, community farmers' markets, flea markets, and other open-air markets selling fresh produce to allow authorized Food and Nutrition Service groups, associations, or third-party organizations to implement and operate electronic benefits transfer (EBT) systems for accepting SNAP benefits.

Requires market owners or operators to reasonably accommodate authorized Food and Nutrition Service groups, associations, or third-party organizations in implementing and operating EBT systems.

Prohibits the authorized Food and Nutrition Service group, association, or third-party organization operating the EBT system from being a competitor market.

Does not apply to markets that already have their own EBT system for accepting SNAP benefits, does not prevent individual authorized produce sellers from operating their own EBT systems, and does not require market owners or operators to create or maintain an EBT system.

Effective July 1, 2014.
