Creates a comprehensive domestic partnership framework in Florida law, allowing two individuals 18+ years old who share a mutual residence to register as domestic partners by filing a Declaration of Domestic Partnership with the circuit court clerk for a $30 filing fee plus additional fees totaling $89.50.

Grants domestic partners the same visitation and medical decision-making rights as spouses in health care facilities, nursing homes, assisted living facilities, and correctional institutions, including serving as health care proxy and making anatomical gifts.

Extends domestic partnership recognition to funeral arrangements, body disposition, autopsy authorization, property ownership by tenancy by the entirety, and emergency notification procedures.

Establishes prohibitions on domestic partnerships for individuals already married or in another domestic partnership, those related by lineal consanguinity or sibling relationships, minors, or those lacking capacity to consent.

Directs $25 of each domestic partnership registration fee to the Domestic Violence Trust Fund and $7.50 to the Displaced Homemaker Trust Fund; allows local governments to enact compatible domestic partnership ordinances without state preemption.
