Creates registration requirement for sober house transitional living homes, effective July 1, 2014, with existing facilities required to apply by September 1, 2014; exempts licensed residential treatment facilities offering level 5 programs and day/night treatment facilities with community housing components.

Requires annual registration applications to include property address, operator name, number of residents served, background screening proof, eviction procedures, fire/safety/health inspection compliance, and a registration fee not exceeding $200.

Mandates level 2 background screening for owners, directors, managers, operators, and chief financial officers; prohibits registration for individuals with disqualifying criminal histories unless exemption granted under chapter 435.

Establishes criminal penalties (first-degree misdemeanor) for operating unregistered sober houses and for failing to include state registration number in advertisements.

Authorizes Department of Children and Families to inspect registered sober houses, deny/suspend/revoke registration, impose up to $500 daily penalties for violations, and maintain public records of registrations and inspections; requires sober houses to provide 48 hours' written eviction notice or temporary shelter.
